Report from CSPPLAZA: On January 16,2017, China Power Engineering Consulting Group Northwest Power Design Institute Co., Ltd. (referred to as the Northwest Institute) Hami 50MW Tower Molten Salt CSP Power Plant launched steam turbine, steam generator, and generator equipment bid opening .
It is reported that there are five bidders involved in the bid opening, respectively:
1. Shanghai Turbine Co., Ltd.
2. Dongfang Turbine Co., Ltd.
3. Harbin Turbine Co., Ltd.
4. Hangzhou Turbine Co., Ltd.
5. Qingdao Jieneng Steam Turbine Group Co., Ltd.
The bid opening announced the bid price of these five bidders, namely:
1. Harbin Turbine Co., Ltd.: RMB31.58 million
2. Shanghai Turbine Co., Ltd.: RMB43.3 million
3. Hangzhou Turbine Co., Ltd.: RMB44.98 million
4. Dongfang Turbine Co.,Ltd.: RMB41 million
5. Qingdao Jieneng Steam Turbine Group Co., Ltd.: RMB73.78 million
The five companies involved in the tender are domestic manufacturers, Siemens and other leading foreign steam turbine manufacturers are not directly involved in the tender. When asked about the specific reasons, Siemens said that the period between the release time of tender notice and the final bid opening and the deadline for submission of the tender documents is short, thus they do not have sufficient time to prepare for the tender.
The reason why Qingdao Jieneng Steam Turbine Group reported the high price of RMB73.78 million is that it cooperate with German MAN Group for the tender. MAN Group provides the main engine for Qingdao Jieneng Steam Turbine Group, and the latter is responsible for the production of corollary equipment, then the former will take part in the unified supply .
It is reported that after the bid opening, the tender evaluation committee will start tender evaluation, and this task is expected to be finished around Thursday, but it will take some time to determine the final bidder. This is the first project to launch the tender of steam turbine in public after the landing of CSP demonstration project, the enterprise which eventually wins the bid will make some difference on the steam turbine procurement market of other CSP demonstration projects in the future.
Hami 50MW molten salt tower CSP plant is the first CSP demonstration project in Xinjiang. The planned capacity is 2x50MW, and the first phase is to build 1x50MW tower molten salt power station with a total investment of RMB1.58 billion. The construction period is 21 months, and it is planned to put into operation in December 2018. It is expected to provide 198.35 million kWh electricity annually. The launching ceremony of this project was held on December 16, 2016 in Hami, Xinjiang.
