Latest Progress of Noor Midelt Hybrid Power Project First Phase

This phase will include two hybrid power plants, combining CSP (solar thermal) and PV (photovoltaic). According to our information, the project will cover 825 MW (300 MW in CSP and 525 in PV) with storage, for an investment estimated at 2.1 billion dollars (20 billion DH) and an integration rate of more than 35 %.

“The award will be for two separate contracts for each of the two Noor Midelt Phase 1 plants,” said Obaid Amrane. This means that it is possible for two groups to be selected for the development of the project. Construction work will start in early 2019. It should be remembered that the international competitive bidding process started almost three years ago, with a call for expressions of interest launched at the end of 2015. followed by the bidders’ call for pre-qualification in July 2016. One year later, in June 2017, five consortiums, led by world leaders in renewable energies, were prequalified by Masen for the development of this project which will include two hybrid technology plants, combining CSP (thermosolar) and PV (photovoltaic) . Of these 5 groups, only 3 remain in the running, confirms Obaid Amrane.

These consortiums are led by Saudi Acwa Power, French Engie and fellow EDF Énergies Nouvelles. Note that the Engie group includes the Moroccan Nareva Holding. The one led by EDF Énergies Nouvelles is itself made up of Morocco‘s Green of Africa (an alliance between FinanceCom, Akwa and Sofinam).

Regarding the proposed financial package, and as we announced in exclusivity last February,

the German bank KfW will bring the largest, or $ 852 million.
the European Investment Bank ($ 420 million)
African Development Bank ($ 265 million: $ 240 million from its own funds and $ 25 million through the CTF)
French Development Agency ($ 180 million) )
World Bank ($ 125 million: $ 100 million from its own funds and $ 25 million through the CTF).
The remainder will be provided by the project company to be set up by the successful bidder, in partnership with Masen.

Construction work will start in early 2019.
