Reported from CSPPLAZA: According to “Report of the National Development and Reform Commission on Solving the Problem of Abandoning the Wind and Sunlight in Sinkiang” submitted by the National Development and Reform Commission to Gaoli Zhang, the State Council Vice Premier, the state should research the Project implementation plan as soon as possible to enhance the adjustment capacity of power system of Sinkiang, transform flexibly and designedly 380GW coal power units of Sinkiang region, build 1000MW peaking gas filed power plant and solar thermal power station, and construct timely 2000MW pumped storage power station according to the situation of development and consumption of new energy in Sinkiang.
This report is jointly proposed by the National Development and Reform Commission, the National Energy Administration and Development and Reform Commission of Sinkiang Autonomous Region after Gaoli Zhang, the Deputy Prime Minister, gave instructions on the problem of abandoning the wind and sunlight in Sinkiang, which shows the level of value of the national government on this problem. The above planning targets are to be completed during the 13th Five Year Plan.
It is reported that the Sinkiang Autonomous Region has started in early 2017 the development of solar-thermal power generation to prepare for the guidance of construction of solar-thermal installed capacity of 1000MW.
For the declaration of the country’s first batch of solar-thermal power generation demonstration project, Sinkiang Autonomous Region (including Sinkiang Corps) reported 16 projects in total, among which Hami area declared the most. Finally only the China Power Engineering Consulting Group Hami tower molten salt 50MW solar thermal power project was selected.
But Hami is quite positive about the development of solar-thermal power generation projects. In September 2016, the Hamilton government began to start medium and long-term planning compilation of solar thermal power generation in Hami. Currently the planning compilation has completed and the Electrical Planning and Design Institute is about to begin the planning review. It is understood that the plan intends to complete thermal power installed capacity of 6000MW totally by 2030 distributed in Lju, Yiwu County and and Barkol Khaoka Autonomous County which are under the jurisdiction of Hami.
At present, there are more than 20 project developers to carry out the preliminary work of the project in Hami. It is expected in the second batch of demonstration project review, more projects in Hami is hopeful to Shortlisted. Hami will also become the center of development of thermal and thermal power project in Sinkiang.
