【Bid News 】LuNeng Relaunched EPC Tender for 50MW CSP Project in Haixi, bidders releasing on September 11th

Reported from CSPPLAZA: August 22th, LuNeng Group and DuCheng WeiYe Group released EPC tender notice again for its 50MW tower CSP station of Haixi hybrid power optimizing demonstration project.

According to earlier reports from CSPPLAZA, they released tender notice on June 7th, 2017 for the first time and the bid was open on August 14th. Based on calculations, the standard bidding price is 1.26 billion CNY (about 189 million USD). Amid the 8 offers, the lowest price is 1.2 billion CNY (about 180 million USD) given by SUPCON, and the gap between the highest and the lowest is more than 200 million CNY (about 30 million USD).

It is stated on the new notice that the bid documents can be accessed to from August 22th to 28th ,2017 (holidays and weekends excluded). The closing date of submitting the bidding application is the same as the bid opening date, which is declared to be 10 a.m., September 11th, 2017.

By comparison, there is no distinct in biding scope and the qualification restriction of tenders. But the time of connecting to grid is changed to December 30th,2018 from November 30th, 2018. As for the reason of relaunching tender, no clear explanation is given.

Haixi 50MW project belongs to the first batch of 23 hybrid power optimizing demonstration projects, which was announced in January 2017. Its CSP and PV parts have been in construction since June 30th. Since the CSP part of the project doesn’t belong to the first batch of 20 CSP demonstration projects, its feed-in-tariff haven’t been regulated explicitly.
