Reported from CSPPLAZA: August 14th, ShanDong, bid is open for EPC of a demonstration hybrid CSP tower plant which is scheduled to install in Haixi, 2017. The 50MW project, owed by LuNeng Group, is planned to optimize hybrid power with molten salt thermal storage.
There are 8 tenders competing for the bid. They are,

The EPC bidding includes a one intermediate reheat air condensing turbine generating unit designed with extra-high pressure and extra-high temperature, a collecting system of a tower receiver and a heliostat field with molten salt as HTF, a steam generating system, and a molten salt TES system capable of meeting with generating units’ 12 hrs full out putting.
It is worth mentioning that the bidder also require a certain output of the project.
Based on calculations, the standard bidding price is 1.26 billion CNY (about 189 million USD).
Amid the 8 offers, the lowest price is 1.2 billion CNY (about 180 million USD) given by SUPCON, and the gap between the highest and the lowest is more than 200 million CNY (about 30 million USD).
Merely concerned the price, SUPCON tops in the bidding while SEPCOIII follows as the second.
The bidder is about to valuate 8 tenders with an integrative grading method in which the price weights 50%, the business ability weights 10% and technology weights 40%.
According to earlier reports from CSPPLAZA, LuNeng Haixi hybrid power optimizing project is one of the first batch of hybrid power optimizing demonstration projects consisted of 23 projects with a total capacity of 700 MW.
Announced in February, 2017, the 23 projects include 200MW PV power projects, 400MW wind power projects, 50MW CSP power projects and 50MW energy storage system. Once installed, the batch will annually generate about 1.2625 billion kWh, and simultaneously reduces 401,500 ton standard coal and 5,431.96 ton dust emission.
The plan is to collectively make full use of diverse kinds of new energy, reduce coal consumption and air pollution.
The hybrid CSP project is far ahead of the first batch of CSP demonstration projects in terms of construction process.
The project is scheduled to start construction within this year, and in fact it has partially entered construction since June 30th, 2017(including PV and wind parts).
Three out of 23 in the first batch of hybrid power optimizing demonstration projects concern CSP.
The other two are Zhangbei hybrid power optimizing demonstration project and Baotou hybrid power optimizing demonstration project.
Zhangbei hybrid power optimizing demonstration project, consisting of 25MW PV, 15MW wind and 5MW CSP, is put forward by a consortium of Green Giant Energy, Zhangbei Ruikai, Huayuan Power.
Baotou hybrid power optimizing demonstration project is developed by Shenhua Shendong Power with a 100MWp PV project and a 100MWt parabolic trough collecting system.
Apart from CSP demonstration projects among which a single project has a capacity up to 135MW, hybrid projects with CSP and considerably moderate CSP projects are also attracting interests.
Can the feed-in-tariff of hybrid projects with CSP apply the same policy of the first batch of CSP demonstration projects (feed-in-tariff ￥1.15 Yuan/kWh, that is about $17.24 cts/kWh)? So far, Chinese government has not announced any official decision about it.
However, in the case of Erlianhaote (city in Inner Mongolia, northern China) Renewable Micro-grid Demonstration Project which includes three 5MW CSP projects, official documents state that the relevant construction and development can apply the existing rules of the first batch of CSP demonstration projects.
